The report has today been published of the independent review by Richard Wright KC of the Isle of Man Government’s management of the Equality and Employment Tribunal case of Ranson v Department of Health and Social Care. The report can be found by clicking HERE.

Dr Rosalind Ranson worked as Medical Director in the Isle of Man in 2020 and 2021. In 2023 she was awarded just under £3.2 million by the Island’s Equality and Employment Tribunal, which had found that she had been constructively dismissed for whistleblowing.

Mr Wright’s review was established in 2023 by Tynwald, the parliament of the Isle of Man, for the purpose of holding to account the Ministers, Members and officers of the Isle of Man Government in respect of certain specified matters related to the case. Mr Wright was appointed by a Select Committee of Tynwald and his terms of reference were determined by resolution of Tynwald in July 2023. His review has been entirely independent of Tynwald and the Isle of Man Government. Neither the Select Committee nor the Government has had any influence over the methods or findings of the review; and neither the Select Committee nor the Government has had any knowledge of the content of the report before today.

Mr Wright’s report on his review was submitted to the Tynwald Register of Business yesterday and circulated to all Tynwald Members earlier today. It will be laid before Tynwald at the February sitting. It will be for the Members of Tynwald, after they have read the report, to decide next steps. Those next steps could include a Tynwald debate.

Richard Wright KC was called to the English Bar in 1998 and took silk in 2013. His broad practice includes criminal, regulatory and public law. He has previously acted in the Manchester Arena Inquiry and has been appointed as Counsel to the UK-wide Covid-19 public inquiry. He is head of the largest multi-disciplinary set of Chambers on the North Eastern Circuit and has recently completed a three-year term as leader of that Circuit, guiding the profession through its response to the pandemic. He sits as a Recorder in the Crown and County Courts and is a Deputy High Court Judge. In 2022 he was appointed by the Lord Chancellor as a non-judicial member of the Sentencing Council.

Approved expenditure on the Review up until now has been £320,000. A final figure will be published in due course.
