Private Members' Bills

Most Private Members’ Bills are public bills which are introduced by MHKs or MLCs acting in an individual capacity.  They are not endorsed by the Government or Council of Ministers. Instead, MHKs and MLCs must gain leave to introduce the Bill from the House of Keys or Legislative Council as the case may be.

As is the case with other public bills, Private Members’ Bills seek to change the law as it applies to the general population.  They can be about any topic, but they must not seek to change taxes or increase Government spending without seeking financial concurrence from the Treasury.

The expression “private Member’s Bill” should not be confused with the expression “private Bill”. A “private Bill” is one which does not change the law as it applies to the general population. Rather, it affects the legal interests of one or more private individuals or other legal entities. Some private Members’ Bills are also private Bills but these are very rare.
