Tynwald Day 2019

On Friday July 5 the Isle of Man will celebrate its National Day, central to which is the Tynwald Day ceremony at St John’s.
There will be a theme of 'shipping' influencing the celebrations in 2019, which not only reflects the Island's rich maritime history and heritage and its centuries-old tradition of welcoming visitors to Manx shores and embracing new ideas, customs and culture, but also emphasises the important role shipping plays in promoting the Isle of Man to a global audience.
Adding to the pageantry of the formal proceedings is the Guard of Honour which, this year, will be formed by the Band of the Grenadier Guards, distinguished by their scarlet tunics and bearskin caps.
Established in 1656, the Grenadier Guards is one of the oldest infantry regiments in the British Army. The regiment has taken part in almost every major campaign since the Second World War, including operations in Malaya, Cyprus, Aden, Cameroons, Northern Ireland, Kuwait, Iraq, Afghanistan and South Sudan.

"Upholding the values of democracy is very much at the heart of the formal proceedings of Tynwald Day which, in 2019, provides an occasion for us to reflect on the 100th anniversary of two significant items of Manx legislation. In April 1919 the House of Keys Election Act 1919 gave the vote to all men and women over the age of 21 who lived in the Isle of Man, some nine years before residents in the United Kingdom would enjoy similar rights.n October of that same year, the Constitutional Amendment Act allowed the admission of the first elected members into the Legislative Council, setting in train a series of reforms that has seen the Legislative Council move from serving as the Island’s executive to its current constitutional function as a revising chamber.

‘Tynwald Day is also an opportunity for the people of the Isle of Man to celebrate that which makes our island the very special place it is: continuity, constancy, tradition and heritage; qualities displayed at their finest at St John’s on our National Day.

‘Those same qualities are embodied in the Band of the Grenadier Guards, whom we are proud to be welcoming this year as our Guard of Honour.  I am delighted that a regiment famed as much for its ceremonial as its operational excellence will be contributing to the spectacle of Tynwald Day.’"

Central Registry Act 2018

AN ACT to establish the Central Registry; to create the office of Registrar General; to transfer certain functions of the General Registry to the Central Registry, the Registrar General and the Treasury; to make minor amendments to the law on the registration of interests in land; to provide for the Criminal Injuries Compensation Scheme; and for connected purposes.

Abortion Reform Act 2019

AN ACT to restate the law relating to abortion with amendments; to make provision about access zones for premises where abortion services and related counselling are provided and for premises occupied by those providing such services and counselling; and for connected purposes.

European Union and Trade Act 2019

AN ACT to repeal the European Communities (Isle of Man) Act 1973; to make provision consequent upon the withdrawal of the United Kingdom from the EU; to make provision to implement EU law in the Island after exit day; to make provision to apply to the Island UK legislation relating to the United Kingdom’s withdrawal; to make provision in relation to trade and trade agreements; and for connected purposes.

Payment of Members’ Expenses (Amendment) Act 2019

AN ACT to amend the Payment of Members’ Expenses Act 1989 to make provision for a member of Tynwald who is suspended from Tynwald or a Branch of Tynwald to cease to receive certain payments and expenses; and for connected purposes.

Criminal Evidence Act 2019

AN ACT to make fresh provision about evidence in criminal proceedings; and for connected purposes.

Ceremony and Guests

The traditional Tynwald Day ceremony begins officially around 09.45 when the participants in the parade assemble at St John's School ready to march up to line the processional way. The Lieutenant Governor arrives just after 10.30 and receives the Royal Salute and inspects the Guard of Honour before laying a wreath on the War Memorial. Further details can be found in the Order of Proceedings.
The service in St John's Chapel begins at 11.00 following the Order of Service.  

Following the service the outdoor part of the ceremony begins with processions to Tynwald Hill. During the ceremony on the Hill the Acts are promulgated, Coroners are sworn in and there is an opportunity to present Petitions for Redress. Those assembled then process back to the church for a sitting of Tynwald, during which the Acts are captioned and the Tynwald Honour is presented.

Parking for the general public will be available at St John's - see map.

Disabled Parking

There will be a designated area at St John’s School for reserved parking for persons in possession of a disabled badge. If you wish to apply for a parking pass (free of charge) please contact the Tynwald Administration Office 685500 or enquiries@tynwald.org.im The passes will be distributed on a first-come first-served basis and despatched two weeks prior to the Ceremony.

Bus Services To/From St John's

On Tynwald Day the Public Holiday bus service operates with additional services to St Johns.

Extra buses are provided which operate between Douglas (Lord Street), St Johns and Peel via Union Mills and Crosby to provide a bus every 15 minutes from Douglas between 0907 and 1107 and then every 30 minutes until approximately 1807 hours.  An hourly service operates during the evening. Return buses to Douglas operate every 30 minutes until 1910. 

An additional morning Service 8 journey operates from Port Erin and Castletown to St Johns and Peel - with a return journey in the afternoon.

Grandstand Tickets

Tickets for a grandstand seat are £4 each which includes a Tynwald Programme. These may be purchased, in person, from the ground floor reception of Legislative Buildings from 10th June 2019. Opening hours are of Legislative Buildings are 9-5, Mon-Fri.

Alternatively, tickets can be reserved by phone and may be collected from the Information and Ticket point at St. John's on Tynwald Day.

Tickets for the grandstand will also be available to purchase from the Information and Ticket point until 10.15am on Tynwald Day.

The Information and Ticket point is located on the back fairfield behind the Grandstand.

Petitions of Redress

There are two ways to submit a petition to Tynwald, a public petition and a Petition for Redress.​

There is a page on the public website designed to guide anyone through the process. In all cases the Petitioner  should contact the Clerk of Tynwald to ensure the petition is in good order.

More information for Media Representatives 

Accreditation

As in previous years passes will be required for anyone attending the Tynwald Ceremony in the capacity of journalist/photographer on 5th July 2019. Persons who are not accredited will not be permitted to enter the ceremonial precincts. In order to apply for accreditation, please contact this office - enquiries@tynwald.org.im​

Please note that applications must be received as soon​ as possible, but no later than 25th June 2019. We can​not guarantee that applications received after this date will be process​ed.

Guidance for Media Representatives

1. Only accredited media representatives may photograph, film, record or broadcast within the ceremonial precincts during the Tynwald Ceremony at St John’s on 5th July 2019.

2. Accredited media representatives must conduct themselves appropriately with the precincts, taking care not to cause any disruption or obstruction to proceedings.

3. Accredited media representatives must treat parliamentary staff and ceremony ushers with courtesy and consideration.

4. An appropriate standard of dress must be observed (office wear and ties for men).

5. Accreditation should be applied for annually and is not granted on a continuing basis.

6. Media Passes must be worn and visible at all times throughout the Ceremony. 

Interviews

1. Tynwald Members may make themselves available for interview prior to 10.15 am. 

2. Accredited media are asked not to attempt to interview Members of Tynwald or Official Guests from 10.15 am until the completion of the Ceremony. 

3. The Ceremony does not end until after the departure of the Lieutenant Governor. 

Access within the Ceremonial Precincts 

Access is permitted to accredited media representatives within certain areas of the Tynwald Ceremonial Precincts. Access will still be restricted on the Hill, in the Chapel. the War Memorial and the Ceremonial Way.
