Acts for Promulgation - Tynwald Day 2012

Children and Young Persons (Amendment) Act 2011 which provides for the making of special guardianship orders and makes minor amendments to the Children and Young Persons Act 2001 in respect of guardianship and amends the Child Custody Act 1987.

Sewerage (Amendment) Act 2011 which amends the Sewerage Act 1999.

Anti-Terrorism and Crime (Amendment) Act 2011 which amends further the Anti-Terrorism and Crime Act 2003 and makes minor amendments to other related legislation.

Criminal Justice Acts Amendment Act 2011 which amends sections 24 and 25 of the Criminal Justice Act 1990 and makes various amendments to the Criminal Justice Act 1991.

Companies (Prohibition of Bearer Shares) Act 2011 which requires the conversion of bearer shares in companies into registered shares and prohibits rights under bearer shares from being exercised without conversion and prohibits new bearer shares being used in connection with companies.

Limited Partnership (Legal Personality) Act 2011 which enables the general partners of limited partnerships to elect that the partnership has legal personality and states the consequences of having legal personality and provides for the taxation of limited partnerships which have legal personality.

Income Tax Act 2011 which confirms certain temporary taxation orders and amends the Income Tax Act 1970.

European Union (Amendment) Act 2011 which amends the European Communities (Isle of Man) Act 1973 in connection with the Treaty of Lisbon and  allows ambulatory references to EU instruments in certain public documents and makes consequential amendments to the Interpretation Act 1976.

Tynwald Auditor General Act 2011 which makes provision for the appointment and functions of the Tynwald Auditor General and amends the Audit Act 2006.

Tynwald Commissioner for Administration Act 2011 which makes provision for the appointment and functions of the Tynwald Commissioner for Administration.

Building Control (Amendment) Act 2011 which amends the Building Control Act 1991 to extend the purposes for which regulations may be made and extends the  time limits for prosecutions and particular notices and amends the sections concerning dangerous buildings and ruinous buildings and building authorities and makes  consequential amendments.

Broadway Baptist Church Act 2011 which transfers the functions and assets of certain trusts to the Broadway Baptist Church a company limited by guarantee.

Manx Museum and National Trust (Amendment) Act 2011 which amends the Manx Museum and National Trust Act 1959 about the constitution of the Manx Museum and National Trust and the appointment of persons to offices and makes further provision about the Trust’s functions.

[Foundations Act 2011 which provides for the establishment of foundations.

Public Sector Pensions Act 2011 which establishes the Public Sector Pensions Authority and makes new provision for the superannuation of persons in the public service.

Housing (Miscellaneous Provisions) Act 2011 which makes fresh provision about assistance for the purchase and improvement of homes and the preservation of historic buildings and makes  further provision about housing and leasehold premises.

Breastfeeding Act 2011 which makes provision about the feeding of milk to babies in public places and on licensed premises.

Financial Provisions and Currency Act 2011 which authorises the making of schemes appropriating sums from the General Revenue and other reserves or funds maintained by the Treasury and validates certain existing schemes and confers further powers on the Treasury to promote the economic and social and environmental well-being of the Island and clarifies the Treasury’s financial powers and makes minor amendments to the Currency Act 1992.

Social Services Act 2011 which makes further provision for social care services and provision for carer support.

Debt Recovery and Enforcement Act 2012 which provides for the licensing of debt collectors and for certain powers in respect of the recovery of debts.

The traditional Tynwald Day ceremony begins officially around 09.45 when the participants in the parade assemble at St John's School ready to march up to line the processional way.  The Lieutenant Governor arrives just before 10.40 and receives the Royal Salute and inspects the Guard of Honour before laying a wreath on the War Memorial. The service in St John's Chapel begins at 11.00 and the Order of Service can be found here. 

Following the service the outdoor part of the ceremony begins with processions to Tynwald Hill. During the ceremony on the Hill the Acts are promulgated, Coroners are sworn in and there is an opportunity to present Petitions for Redress. Those assembled then process back to the church for sittings of Tynwald, during which the Acts are captioned, and the House of Keys. There are two ways to submit a petition to Tynwald, a public petition and a Petition for Redress.​

There is a page on the public website designed to guide anyone through the process. In all cases the Petitioner  should contact the Clerk of Tynwald to ensure the petition is in good order.

Tynwald Day 2012 promises to have something for all the family.  Following the formal proceedings of the open air Tynwald ceremony the entertainment and activities programme will include some annual favourites such as the Grand Manx Dance and dog agility trials alongside new attractions including the Play People, a circus skills company, and a community art project co-ordinated by the Creative Network.

Tynwald Day Events

A copy of the Tynwald Day leaflet, which is being distributed with the Isle of Man Courier on Friday 29th June, can be downloaded here. Please note the file size is around 3Mb so may take some time to download and the recommended page size for printing is A3.

Tynwald Day is central to Manx National Week which this year takes place from July 1st to 8th.  The Tynwald Day leaflet, which features details of Manx National Week events Island-wide, will be distributed in the Isle of Man Courier of the week commencing June 25th and can be downloaded from www.tynwald.org.im. Copies of the leaflet can be obtained from the Tynwald Library in the Legislative Buildings, Finch Road, Douglas and will also be available on the day at the Tynwald stall on the fair field.
