The Office of the Clerk
of Tynwald has hosted a study visit by Mr Andrew Mylne, a clerk to the Scottish
Parliament.
Mr Mylne, (pictured) who is currently head of the
Non-Executive Bills Unit and has developed an interest in the procedures and
practices of Crown dependencies, had expressed a wish to return to the Isle of
Man following his participation in the Clerks’ and Chief Executives’ conference
hosted by the Clerk of Tynwald’s Office in September 2011.
The programme for Mr
Mylne’s visit, which lasted from June 25th to June 28th,
included a courtesy call on the President of Tynwald, the Hon Clare Christian
MLC, meetings with the clerks of Tynwald, attending a number of select
committees, assisting during a sitting of the House of Keys and observing the
Legislative Council in session. The visit also provided an opportunity to learn
of Tynwald’s voice recognition transcription technology from senior Hansard
editor Mr Ian Faulds and to meet head of Tynwald Information Service Mrs Joann
Corkish.
A keen cyclist Mr Mylne
was also able to observe an evening junior cycling session at the National
Sports Centre.
Mr Mylne said: ‘My study
visit allowed for some useful officer-to-officer networking opportunities and
provided a valuable “behind the scenes” insight into how the clerks of Tynwald
support the business of parliament and serve the Members. I was also most
impressed with the new Tynwald website and I look forward to sharing
experiences and knowledge with the Office of the Clerk of Tynwald on future
occasions.’

Phillips said: ‘We were pleased to welcome Mr Mylne back to the Legislative
Buildings and that he found his study visit beneficial. Visits such as this are
also of benefit to our office, as we find they offer a different perspective on
our operation, from which we, too, can learn.
The Manx parliamentary system is one that attracts keen interest from
parliamentarians the world over and against this background Tynwald will always
be keen to foster inter-parliamentary links.’
