PARLIAMENTARY INTERN - FURTHER PARTICULARS

This one-year intern post is an initiative developed to provide an opportunity for training and gain experience of the full range of activities and services undertaken in a modern parliament. The post-holder will work primarily within the Chamber and Information Service team, but will have the opportunity to spend time within the various Tynwald departments including Tynwald Administration and Hansard and to work with the Clerks.

MAIN DUTIES AND RESPONSIBILITIES
Queries and Research
The Tynwald Information Service deals with requests for information from Members of Tynwald, Committees, Clerks, Isle of Man Government staff and the general public. Queries vary in complexity and the post-holder will be expected to deal with some of the more detailed requests. This will include research requests from Members and assignment to one or more parliamentary committees. The ability to produce well-constructed research papers will be essential and will be investigated as part of the application process. The post-holder will be a trusted source of information.
The Office of the Clerk of Tynwald provides a range of services to parliamentary committees including record-keeping, research, briefing and drafting. Opportunities may be available for the post-holder to assist with some or all of these functions.
In order to answer queries received the Information Service manages a number of data retrieval systems - both electronic and hard copy. The post-holder will be expected to take responsibility for managing and maintaining systems which may include: a parliamentary business index; reports index; secondary legislation database and a library catalogue management system.
The Order and Questions Papers and other activities associated with sittings are undertaken by the team and require an ability to work to deadlines whilst maintaining strict attention to detail.
Tynwald Website and Public Information
The Information Service has responsibility for the maintenance and development of the Tynwald website. Alongside the e-development there will be a complementary range of printed publications with which the post-holder may assist.
Education and Outreach
The education and outreach programme has been developed in-house and the post-holder will be expected to be support our social media strategy. Public tours of the legislative buildings are offered and the post-holder will be expected regularly to lead these and be the co-ordinator for schools and other parliamentary visitors. Occasionally tours take place out of hours, with notice, so flexibility in this respect is essential.
Public Enquiries and Retail
The post-holder will be expected to respond to queries and to provide cover for the public counter.
Tynwald has an active international presence and regularly receives visitors. Staff take part in conferences internationally and in the British Isles. The post-holder may be involved in all these activities.
The post will involve personal contact with Tynwald Members, staff and members of the public. Meeting the needs of our customers effectively and efficiently is key. A flexible approach is required as the responsibilities outlined above are not exhaustive.
THE SUCCESSFUL CANDIDATE
The successful candidate will be keen to learn new skills and to develop. It is anticipated that opportunities will be provided which will both utilise the strengths of the individual and enable them to develop in areas where they are less confident.
The following criteria are essential:
a flexible outlook, strong oral and written communication skills and the ability to work as a team player;
previous experience of research, including document drafting and review;
meticulous attention to detail;
strong IT Skills particularly in the use of MS Word and MS Excel;
ability to work occasional evenings, weekends and Tynwald Day; and
qualified to first degree level, or equivalent, in any discipline, with a good work ethic. Applicants without a degree will be considered but should be able to demonstrate academic ability alongside work experience.
TERMS AND CONDITIONS OF EMPLOYMENT
This post is a one year fixed term post, although a shorter period would be considered.
The annual salary for this post is £18,482 analogous to Isle of Man Civil Service Pay Band 3.
The post carries 21 days annual paid leave plus Bank Holidays.
The Clerk of Tynwald’s Office operates a flexi scheme for hours of work. This requires that staff normally work a 37 hour week, but there may be flexibility regarding starting times and finishing times within the constraints of the Office needs.
Staff employed in the Clerk of Tynwald’s Office are officers of Tynwald and not civil servants but are generally employed under the same terms and conditions as civil servants.
The post-holder will not be eligible to join the Isle of Man Civil Service Pension Scheme.
Please note that as this post is not a pensionable post and should an existing Isle of Man Civil Servant be appointed to this post, he or she would cease to be classified as a civil servant, would no longer be deemed to be in the Civil Service Pension Scheme and years of service would not be taken into account in determining annual leave allowances etc.
