| The President of the Legislative Council is the principal officer of the House. Until 1980, the Lieutenant Governor presided ex officio. From 1980 to 1990, the members elected a President from amongst their number. Since 1990, the President of Tynwald has been elected by the members of Tynwald from amongst their number and he sits ex officio as the President of the Legislative Council. The President of the Council, as the presiding officer, remains impartial; he does, however, in the case of a tied vote on a division, have a casting vote. He is responsible for controlling the procedure of the Council and for the authoritative interpretation of its Standing Orders. He also has the duty of nominating the member of the Council to be responsible for promoting each Bill which is to come before Council. The current President of the Legislative Council is the Hon Noel Quayle Cringle OBE. The Clerk of the Legislative Council is responsible for advising the presiding officer, and other members, on the business of the House and on the interpretation of its Standing Orders. Originally a Crown appointee, although this is no longer the case, the office of Clerk to the Council is one of the oldest official Manx posts. Before the revestment of the Island to the Crown in 1765 the Clerk of the Rolls acted as the Clerk of the Council without special appointment. Clerks of the Council have been appointed since 1765. The present Clerk of the Legislative Council is Mr J King who was appointed in 2007. The Messengers carry out the duties prescribed by Mr President. |
