| The Legislative Council has a President and ten other members. The President of Tynwald sits ex officio as the President of the Legislative Council. In 1990, the first elected President of Tynwald was elected by Tynwald for a six year term. Two further members of the Council are also ex officio, the Lord Bishop of Sodor and Man, who has a vote, and HM Attorney General for the Isle of Man, who does not. The remaining eight members of the Legislative Council are elected by the House of Keys for terms which end on the last day of February following the fourth anniversary of their election. The members are elected in two groups of four in different years, to provide continuity of membership. The Keys vote in a secret ballot and a candidate must attract a minimum of thirteen votes to be elected to the Council. Members of the Keys may nominate any person over 21 as a candidate.
