​Procurement inquiry for Public Accounts Committee

The Public Accounts Committee, a Standing Committee of Tynwald, is inviting written submissions in connection with their forthcoming inquiry into the Central Government Procurement process, particularly Quick Quotes used for purchases from £10,000 to £100,000. The most recent update to these procedures was introduced in June 2017 and so, after two years of operation, the Committee are keen to understand how it is working.

The Chairman, Hon Juan Watterson SHK commented “The Public Accounts Committee are keen to ensure there an appropriate balance between bureaucracy and checks to protect the public purse; and that potential suppliers are not put off by form-filling for small contracts. We want to understand how the processes are working for the people involved; and if queries or issues arise, how these are resolved. We are also interested in hearing from people who may have considered submitting bids but who have found the process difficult to engage with. The Committee cannot take on individual cases but will use the evidence supplied to look at the governance, efficiency and effectiveness of the process.”

The Committee is inviting written submissions from anyone who has any evidence in connection with this matter. Please note that Committees may publish evidence, although confidential, but not anonymous, submissions may be made.

Submissions should be sent to the Clerk of the Committee by Friday 16th August 2019.
